This is not a test of individual competence. It is a test of institutional knowledge. And most organisations fail it — not because the knowledge doesn’t exist, but because it exists only in fragments: scattered across specifications, buried in vendor documentation, locked in the heads of three people who were present at implementation.
When one of those people leaves — and they always leave — the institution doesn’t lose an employee. It loses a piece of its own infrastructure.
The System Design Documentation is SECOIA’s answer to this problem. A single document — no more than 35 pages — that describes the complete identity or travel document system in terms any qualified stakeholder can understand. Not a technical deep-dive. Not an executive summary. A structured, visual, end-to-end description of what the system does, how it does it, and where the critical dependencies lie.
