Procurement of Passport & ID Systems is a challenge. Not only the requirements and technology management: Budgets are tight for various reasons, serving multiple priorities. Innovative procurement methods, such as the Reverse Government Auctioning (RGA) could appear attractive. SECOIA together with its team of international experts took a look at the suitability of RGA for the procurement of Passport and ID Systems.
Governmental e-procurement is a crucial aspect of e-government, with potential benefits such as increased productivity, lower purchasing prices, and streamlined processes. However, it has limitations, particularly in complex procurements like Passport and ID systems, which involve sensitive data and biometric information. This paper explores the limitations of e-auction procedures for these systems and lists good practices from various governments. E-auctions can be effective for efficiency, transparency, and immediate bidder pricing, but they must address threat level assessments, market trends, and technological solutions. Governments often engage in competitive dialogues when procuring Passport and ID systems, but some projects fail due to confidentiality concerns. The authors emphasize safeguarding confidentiality, focusing on the total cost of ownership, and acknowledging the complexity of solutions with different approaches.
